PCARRD holds technology foresight workshop

“PCARRD IS A SLEEPING giant bearing the food basket for the country” was Professor Glenn Imbang’s observation on the vital role the Philippine Council for Agriculture, Forestry and Natural Resources Research and Development (PCARRD) in promoting the food and agriculture industry. The observation underlines the Council’s big role in directing science and technology towards achieving food security.

Prof. Imbang of the Technology Management Center, University of the Philippines Diliman gave an in-depth discussion of the different concepts of technology foresight as one of the resource persons in a training-workshop on technology foresight held on November 27-28, 2008 at the PHINMA Training Center, Tagaytay City. He also described each process, various scoping tools and techniques, and stages of technology foresight.

Meanwhile, Dr. Ma. Cielito Siladan of DOST’s Forest Products Research and Development Institute shared the theories and applications of the Delphi


technique used in forecasting. She shared her experience in using Delphi technique in her study on the assessment of ex-post evaluation and impact assessment methods used by various research and development institutions under DOST.

Richard Daite of PCARRD’s Socio-Economics Research Division (SERD) briefed the participants on the concepts of technology foresight and the rationale of the training-workshop. He emphasized on the importance of technology foresight as an effective tool to push the Council’s visions for the agriculture, forestry, and natural resources (AFNR) sectors.

After the lectures, participants had hands-on exercises on planning and scoping, scenario building, and technology road mapping to get the feel of the process of undertaking technology foresight.
